The Office for Democratic Institutions and Human Rights is recruiting the Deputy Head of the Tolerance and Non-Discrimination Department. Closing date of the application is 24 March 2011.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.
The ODIHR’s Tolerance and Non-Discrimination (TND) Department comprising 16 staff members, provides support to participating States in implementing their OSCE commitments and in strengthening their efforts to prevent and respond to hate crimes; promote mutual respect and understanding; and ensure freedom of religion or belief.
Tasks and Responsibilities
Under the supervision of the Head of Tolerance and Non Discrimination (TND) Department, the incumbent will be responsible for overseeing the preparation, co-ordination and implementation of activities related to prevention and response to hate crimes as well as protection and promotion of freedom of religion and belief. This will include monitoring and reporting on the implementation of commitments in the area of racism, xenophobia; anti-Semitism; and other forms of intolerance including against Muslims, Christians and members of other religions. Additionally, the Deputy Head will support the Head in managing the TND department.
Specific responsibilities will include:
Identifying strategic opportunities, emerging issues and trends for TND and possibly ODIHR involvement and/or input with a view to shaping and influencing the policy discussion of the OSCE, for example, the Human Dimension and Security Committees, the Permanent Council, Ministerial Council and major conferences and events of inter alia the OSCE, UN, Council of Europe;
Providing advice, expertise and recommendations to the Head of TND and ODIHR management on OSCE human dimension commitments, international standards and policy and practices;
Developing and implementing technical assistance programmes to assist States and civil society to implement tolerance and non-discrimination commitments with NGOs, governmental authorities and OSCE field operations; this will include identifying key partners, formulating budgets, carrying out evaluations and preparing donor reports;
Overseeing the development of the annual hate crime report and of activities related to preventing and responding to hate crimes, especially in the area of education, law enforcement training, legislative assistance, data collection and civil society capacity building;
Overseeing the preparation of briefing papers on the situation in specific countries or regions in relation to visits of the Chairperson-in-Office, the ODIHR Director or other OSCE officials such as the Personal Representatives of the Chairperson-in-Office on tolerance and non-discrimination, or for consultations with other international organizations;
Co-ordinating the planning and organising of key events, meetings and conferences;
Performing human and financial resource management including supervisory functions vis à vis staff reporting directly as well as on behalf of the Head of the Department, as delegated;
Together with the Head of Department acting as a focal point for the ODIHR with major intergovernmental and non-governmental organizations active in the tolerance and non-discrimination area to ensure exchange of information and better coordination and cooperation on tolerance and non discrimination issues and programmatic activities;
Fostering key partnerships in support of TND programmes within the OSCE, other international organizations, OSCE participating States, civil society, etc.; Preparing contributions to and participating in conferences and meetings on tolerance and non-discrimination issues;
Performing other related duties as assigned.
Necessary Qualifications
Advanced degree in human rights, political science, law or related field;
A minimum of eight years of progressively responsible professional experience in human rights or related fields, preferably in an international environment, and at least three years in a management role;
Demonstrated experience in the area of prevention and response to hate crimes;
Experience of managing programmes and staff;
Field experience and international organization experience would be desirable;
Professional fluency in English with excellent written communication skills; knowledge of other OSCE working languages, in particular Russian, would be an asset;
Specialization in Eastern Europe, South Eastern Europe or Central Asia/Caucasus would be an asset;
Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
Ability to establish and maintain effective working relations with people of different national and cultural backgrounds whilst remaining impartial and objective.
Remuneration Package
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 5,650 (single rate) and approximately EUR 6,070 (dependency rate). OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.
