CfP: Student conference on International Humanitarian Law, Republic of Armenia
The Russian-Armenian (Slavonic) University (RAU) and the Delegation of the
International Committee of the Red Cross (ICRC) in Armenia have the honour to
announce the Third International Academic Student Conference
"International Humanitarian Law:
Problems and Perspectives of Development",
which is organized on 26-27 November 2009 in Yerevan,
Republic of Armenia, with the assistance of the Department of International
Humanitarian Law of the ICRC Regional Delegation for the Russian
Federation, Belarus, Moldova and Ukraine and the International
Law Research Center.
This event held in the field of law of armed conflict or international
humanitarian law
(IHL) is a unique forum in which young researchers from leading
universities will participate.
The Conference will cover the following topic - "Responsibility for
International Humanitarian Law Violations: Current
Challenges and Possible Solutions". Issues concerning the individual and state
responsibility for violations of International Humanitarian Law, as well as
instruments of their repression and punishment will be discussed during the
Conference. The very aim of the topic in question is to show how persons and
entities that have committed international humanitarian law violations can be
punished in the framework of current Public International Law. Participants
will be requested to prepare themselves on this broad issue for Conference
discussions as well as on the following topics of their choice:
- The Essence of IHL Serious Violations;
- War Crimes and Their Contemporary Interpretation;
- Individual Criminal Responsibility for IHL Violations in the
Framework of National and International Courts;
- Current Issues of State Responsibility for IHL Violations: Experience
of International Court of Justice and Other International Institutions;
- Modern System of International Criminal Justice: International
Criminal Court, International Ad Hoc tribunals,
Hybrid Tribunals and Courts.
Master´s degree and postgraduate law students of your higher
educational institution are invited
to take part in the pre-selection process of the Conference. In order to
apply for participation the students must prepare a paper on a narrow topic
within the general one announced. The format and requirements for the paper can
be found in Annex 1 of this letter.
The application file should comprise a summary of the paper (maximum one page in
typescript) and the duly completed application form presented in Annex
The application should be sent by e-mail before October 30, 2009 to the jury comprising
specialists from the RAU Law Department and the Department of International Humanitarian
Law of the Regional ICRC Delegation for the Russian Federation,
Belarus, Moldovaand Ukraine.
The selection will be based on the quality of the summaries of the papers. The
selection results will be announced on November 6, 2009.
The invitation letter including all logistical and organisational details (welcoming, accommodation etc.)
will be sent to the selected participants.
The papers will be selected on a competitive basis. The working languages of the
Conference will be Russian and English (with simultaneous translation at all
times).
Limited number of scholarships to cover round-trip travel expenses or
accommodation and meals or both will be granted by the organizers on a competitive basis.
